During the most violent years of the war in Nicaragua, a retired CIA agent – a man of many talents and pseudonyms whose given name is Felix Rodriguez – was the logistics officer for airlifts of weapons and supplies from the Ilopango air base, in El Salvador, to the jungle hide-outs of the Nicaraguan rebels known as contras. On October 5th, 1986, one of Rodriguez’s cargo planes, a Southern Air Transport C-123K, loaded with 10,000 pounds of ammunition, failed to return from a scheduled drop in Nicaragua. Fearing the worst, Rodriguez made a series of phone calls to Washington that evening. What was unusual was that Rodriguez did not notify anyone at the Defense Department or the CIA but rather attempted to get word about the missing plane to Donald Gregg, the national-security adviser for Vice President George Bush.

It has been established that the development of any society requires the participation of both men and women. Unfortunately, women have been historically marginalized in all areas including spiritual, social, economic and political spheres. Luckily, there is a growing recognition of the untapped capacity and talents of women and women’s leadership. From 1999-2009, the rate of women’s representation in national parliaments globally has grown from 13.1 percent at the end of 1999 to 18.6 percent at the end of 2009. Africa has particularly seen some dramatic increase in the number of women in parliament from 10.9 percent in 1999 to 17.6 percent in 2009.

Chief James Onanefe Ibori has instructed his lawyers to drag the United Kingdom to the Court of Appeal at the European Court of Human Rights.
In a press statement signed by his Media Assistant, Tony Eluemunor, Ibori said: “At 11: AM today, judgment of the Court of Appeal, Criminal Division, was handed down. Once again the British Courts have unjustifiably denied me justice. The injustice contrived against me continued at the Court of Appeal. By this denial, I have been prevented from challenging my conviction even though the Crown Prosecution accepts the fact that there was a proven case of Police corruption.

We certainly have plenty to thank the Almighty for, particularly when we recall that our unity as a nation was sorely tested and almost shattered by and during the Nigerian Civil War. Indeed, our unity has been severely tested a number of times before and after the Civil War and remains a work-in-progress even today. That should not be, after 58 years of independence and sovereignty as a nation. This should indeed be a reflection point for our leaders on this Independence Anniversary day.

On behalf of the members of the Nigerian Bar Association, I felicitate with My Lords on this occasion of the 2018/2019 Federal High Court Legal Year Opening and also welcome Your Lordships from a well-deserved long vacation and rest period. Knowing how full and busy Your Lordships dockets are all year round, My Lords deserved the rest and vacation. It is not for nothing that the Federal High Court is described and looked upon in terms that suggests its ranking as primus inter pares in the hierarchy of High Courts in the Nigerian Federation. The gamut of its jurisdiction, both exclusive and concurrent, stands it out. But more than that, it is the only High Court in the Federation that has jurisdiction over the entire Federation, with its Divisions dotted all over the country. Your Lordships therefore have the unique advantage of being periodically transferred from one Division of the Court to another and in that process, Your Lordships get to work in, know and understand all the different component units of the Nigerian Federation and also appreciate the different quirks and idiosyncrasies of the peoples that make up this great country.

Report: Exporting Corruption - Progress Report 2018: Assessing Enforcement Of The OECD Anti-Bribery Convention
Transparency International’s 2018 Progress Report is an independent assessment of the enforcement of the Organisation for Economic Co-operation and Development (OECD) anti bribery Convention, which requires parties to criminalise bribery of foreign public officials and introduce related measures. The Convention is a key instrument for curbing global corruption because the 44 signatory countries are responsible for approximately 65 per cent of world exports and more than 75 per cent of total foreign direct investment outflows.
This twelfth such report also assesses enforcement in China, Hong Kong Special Administrative Region of the People's Republic of China, India and Singapore, which are not parties to the OECD Convention but are major exporters, accounting for 18 per cent of world exports. Hong Kong is covered separately in the report, as it is an autonomous territory, with a different legal system from China and export data compiled separately. The report has been prepared by Transparency International, with contributions from our national chapters and experts in 41 OECD Convention countries, as well as in China, Hong Kong SAR, India and Singapore......

Let us begin by quickly recalling two bits of Nigerias recent history. First, at the close of 1983, a military junta overthrew and supplanted the elected civilian government of Shehu Shagari, the first and only president of Nigerias Second Republic (1979-1983). Then, early in 1985, in the second year of the new military regime, which was headed by Major-General Muhammadu Buhari, an animated debate, similar to the one the country is now witnessing, raged in Nigerias national newspapers. The debate then was the relationship between democracy and dictatorship, or—as Leftists would more elegantly describe it—the dialectics of democracy and dictatorship. Thirty-three years later, with the global triumph of democracy, the question has transformed to the relationship between national security and the rule of law under democracy!

I cannot now remember exactly how I first encountered this phrase: In defence of history. But I think it was during my days on the Editorial Board of The Guardian newspaper, between mid-1980s and mid-1990s. The specific source must have been Odia Ofeimun, a friend and colleague that I had met and engaged about seven years before I landed in that newspaper house. In the first encounter with the phrase, it was used as title for a contribution to the debate on a widely-known account of a “cross-carpeting” (todays defection) episode in a Nigerian regional House of Assembly in the early 1950s. The phrase had thereafter remained a favourite one in my historical writings.

Women groups concerned about the continuous conflicts between farmers and cattle herdsmen have called for greater involvement of women in peace processes in the country.
The women who spoke through a communiqué issued after a one-day policy dialogue with relevant stakeholders on “Promoting Women’s Involvement in Peace Processes in Nigeria,” organized by the West Africa Network for Peacebuilding Nigeria (WANEP- Nigeria) said as most affected being the vulnerable group in the conflict, woen should be given more voice in decisions over the issue.

It troubles and saddens our heart that democracy and good governance built on mandatory fulfillment of social contract obligations by elected and appointed public office holders are not only threatened and endangered but also witnessing funeral ceremonies through maddening and reckless defections in Nigeria. Defection is the oddest side of parliamentary cross-carpeting and greatest threat to party politics founded on ideology. It is also the extreme exercise of right to freedom of association and deemed extra constitutional. Political ideology is a core foundation of democratic partism peopled by political purists or people of noble political class.

We are concerned over the penchant by the Presidency in using the security network to threaten and harass not just members of the opposition but also other people that are diametrically opposed to its policies. The beauty of democracy is its capacity to accommodate diverse views and encourage the process of dialogue to achieve a consensus. Regrettably, the present Federal Government has demonstrated an embarrassing sense of lack of accommodation but has rather resorted to unleashing security agents on people each time it considers its interest at risk. This is the height of democratic dictatorship and tyranny and should be condemned in all its ramifications.
